Readjusting economy structure and promoting transformation of its development ways will be the main tasks of China economy during the Twelfth Five-Year Plan. Districts development plans have already been the national strategies. A present, the Yangtze River Delta, the Pearl River Delta, surround Bohai district, the midland, the west and northeast parts of China cooperate well with each other for a common development. Since the strategy of "rise of central China", the six provinces of midland have development swiftly. The Eleventh Five-Year Plan has already advocated to increase the grain productivity of in the midland , to support the construction of coal base in the area , to promote readjusting industrial structure ,to build raw material base and to make integrated transport systems and so on. Meanwhile, Hubei Province made " Make Hube be a agriculture products manufacture district, a modern manufacture district, a high technology development district and a modern logistic center" as its strategy target, thus, "Modern Transportation Logistics" becomes one of aims of Hubei Province and the whole midland of China.
